IN PROCUREMENT

The selection of equipment and suppliers for KGNT projects is carried out in accordance with the current legislation of the Republic of Kazakhstan. Namely:

  • SP RK 1.02-21-2007 “Rules for the development, coordination, approval and composition of feasibility studies for construction”
  • The order of the Chairman of the Committee for Construction, Housing and Utilities and Land Management of the MNE of the Republic of Kazakhstan, dated March 10, 2016, No. 68, is registered in the Ministry of Justice of the Republic of Kazakhstan on April 16, 2016, No. 13604
  • Order of the Minister of National Economy of the Republic of Kazakhstan dated March 19, 2015, No. 229, registered with the Ministry of Justice of the Republic of Kazakhstan on April 24, 2015, No. 10795
  • Order of the Minister of National Economy of the Republic of Kazakhstan dated 01 April 2015, No. 299, registered with the Ministry of Justice of the Republic of Kazakhstan on 15 April 2015, No. 10722
  • The order of the Chairman of the Committee for Construction and Housing and Public Utilities of the Ministry of Education and Science of the Republic of Kazakhstan dated November 14, 2017, No. 249, was registered with the Ministry of Justice of the Republic of Kazakhstan on 11 Dec 2-17, No. 16073
  • A normative document for determining the estimated cost of construction in the Kyrgyz Republic (as of December 14, 2018), an appendix to the Order of the Chairman of the Committee for Construction and Housing and Public Utilities of the Ministry of Education and Science of the Republic of Kazakhstan dated November 14, 2017, No. 249.

Additionally, all potential Suppliers of critical equipment, materials and services are mandatory conducted through the compilation and independent verification of the so-called Competitive maps (development of KGNT), which in a tabular form detail and clearly bring together and jointly consider all the main technical and economic indicators for each Supplier and the equipment, services and materials supplied to them. This document is conducted through an official approval process with the Customer and is provided in the general design and estimate documentation package.

This is ensured by the fact that in projects carried out by KGNT only the most optimal equipment, services and materials are allowed to be used, which fully comply with both the requirements of the Customer and the requirements of the legislation of the Republic of Kazakhstan.

All things being equal, the preference for inclusion in the lists of potential Suppliers is given to those Suppliers that provide the highest percentage of local content.

In addition, Architectural supervision is obligatory carried out at the construction, construction and / or modernization stage for those projects that have been completed by KGNT, which is guaranteed to ensure full compliance with the operational parameters and requirements that were laid down at the design stage.
